Kabasele leaves Genk after two years at the club, in which he made 81 appearances and scored seven goals.
The Belgium international, born in Zaire, has also played for fellow Belgian clubs Eupen and Mechelen, as well as for Bulgarian side Ludogorets Razgrad.
Kabasele's arrival at Watford follows on from the signing of Jerome Sinclair from Liverpool on Thursday.
Watford, meanwhile, have announced that Angella has completed a move to Udinese.
Angella, 27, joined the Hornets in 2013 and was a regular part of the team that gained promotion to the Premier League in the 2014-15 season.
However, he struggled for first-team football under Quique Sanchez Flores last term and was loaned out to Queens Park Rangers.
"Everyone at Vicarage Road wishes Gabriele success for his future career," Watford said in a statement.
