Toronto FC completed the signing of midfielder Chris Mavinga from Russian club Rubin Kazan on Tuesday.
The MLS club did not reveal terms of the transfer or Mavinga's contract.
The 25-year-old came up with the youth sides at both Paris-Saint Germain and Liverpool, and most recently played on loan with French club Troyes in Ligue 1, making 23 appearances in all competitions.
"He is a defender that played in the French national youth system which is recognized around the world as a leader in player development," Toronto FC general manager Tim Bezbatchenko said in a statement. "We are very excited to add Chris to Toronto FC. His experience at the youth and senior levels will be a welcomed addition to the club."
Mavinga, a DR Congo international, never played for Liverpool's first team after signing his first pro deal in 2010, instead going on loan to Genk before transferring to French club Rennes.
He moved to Rubin Kazan in 2013, and after a year in Russia spent time on loan with Reims and Troyes.
