The 21-year-old made nine appearances for Kortrijk in the Belgian first division and has two senior-team appearances with the United States.
Following the move, Palmer-Brown told the club's website he was thrilled to be joining the team and said he felt the style of play for both Breda and in the Eredivisie in general would suit his style of play.
Breda technical director Hans Smulders said the club targeted Palmer-Brown to solidify their central defence and were especially enamoured with his ability to help link play from the back into the midfield.
